Is it a Crime to be Medically Negligent?

If a physician is negligent in the practice of medicine, should he be held responsible as a criminal for his acts? Under Roman law (Europe and South America), medical negligence may result in criminal prosecution because of gross deviation from the standard of care, especially if there is a patient death. 
English law does not preclude the filing of a criminal action in the event of medical negligence although this is quite rare in the United States.
